PARISH COUNCIL RESPONSIBILITIES
It can be confusing to know which council is responsible for what services in the village.  There are three levels of local government: Parish, District and County Councils. Each is responsible for different things. In addition, there is Regional and Central government.
 
What is the PC responsible for?
 
In general the Parish Council is responsible for:

Ø      Streetlighting (excl Welford Road (via a contract with EON)
Ø      The Bus shelter
Ø      Provision of Litter and dog fouling bins
Ø      Seats and benches.
Ø      The Rose Garden
Ø      The Pound
Ø      Eastview Cemetery (Raybells now provide the skip and empty it quarterly)
Ø      Brixworth Road Cemetery
Ø      2 Noticeboards
Ø      1 Millenium Sign
Ø      Some tree maintenance (Cutting Edge do an annual tree assessment but have to quote for any maintenance jobs)
 

Some Examples of Daventry District Council’s responsibility are:
Ø      Community transport
Ø      Environmental health
Ø      Housing (Starvold Close through Daventry District Housing)
Ø      Leisure facilities
Ø      Parking
Ø      Planning
Ø      Road safety
Ø      Road and pathway sweeping
Ø      Rubbish collection and recycling
Ø      Street cleaning
Ø      Emptying of dog bins
Ø      Graffiti Removal
Ø      Street Name signs
Some Examples of Northamptonshire County Council’s responsibility are:
Ø      Children and young people
Ø      Education
Ø      Highways and pathways (includes siding out of metalled pathways)
Ø      Public Footpath maintenance across fields etc
Ø      Some tree maintenance
Ø      Fly tipping matters
Ø      Street Lighting (Welford Road)
Ø      Grass cutting, verges
Ø      Mobile Library
Ø      Drain clearance
Ø      Road markings
Ø      Social services
